The Cabinet, chaired by President Paul Kagame on January 28, 2026, approved a bill to establish the National Defence University (NDU). The decision marks a major step in strengthening Rwanda’s military education system.
The NDU forms part of a long-term plan to improve professional training within the Rwanda Defence Force (RDF). It will bring several existing military schools under one national institution.
Unified Military Education Structure
The government began work on the NDU project in 2024. The goal is to create a clear and structured military education pathway.
Under this system, new officers will first learn tactical skills. Mid-career officers will then focus on operational leadership. Finally, senior officers will receive advanced training in strategy and command.
As a result, military education will follow a continuous and coordinated path.
National Defence College to Train Senior Officers
A key component of the NDU is the National Defence College (NDC). The college will train senior officers, including Colonels and Brigadier Generals.
Previously, Rwanda lacked a domestic institution for advanced defense studies. Therefore, many officers trained abroad. The NDC will now provide high-level education in defense policy, international security, and command management within the country.
This development will strengthen decision-making and leadership at the highest levels.

Integration of RDF Colleges and Training Schools
In addition, the NDU will integrate several existing RDF institutions. These include the Rwanda Military Academy in Gako, which will offer undergraduate degrees in military and social sciences. The academy will also provide military-oriented general medicine programs.
Meanwhile, the RDF Command and Staff College in Nyakinama, Musanze District, will continue training middle- and senior-level officers in leadership and defense policy.
Other institutions will also join the university. These include the Combat Training Centre in Gabiro, the Non-Commissioned Officers Academy, and schools for Infantry, Cadets, Special Forces, and Peace Support Operations.
Together, these institutions will form a comprehensive and unified curriculum.

Strategic Vision and Implementation Timeline
The idea for the NDU began in 2018 after discussions with international partners, including the United States National Defense University. Later, in 2024, the Ministry of Defence presented the project to Parliament.
Following Cabinet approval, Parliament will now review the bill. Once the law is passed and signed, it will define the university’s governance and funding under the Ministry of Defence.
Authorities plan to launch the NDU by September 2026. Ultimately, the university will reduce reliance on foreign training and strengthen Rwanda’s military professionalism. Further details on enrollment and academic calendars will follow after parliamentary approval.
