Kayonza District recently hosted a major event to celebrate the 25th anniversary of Community-Based Health Insurance, commonly known as Mutuelle de Santé. The ceremony brought together national and local leaders, health partners, and hundreds of residents from Kayonza and neighboring districts. Many participants described the occasion as a moment of pride, reflection, and gratitude for improved access to healthcare.

National and Regional Leaders in Attendance
The celebration was attended by senior government officials, including representatives from the Ministry of Health (Rwanda) and the leadership of the Eastern Province (Rwanda). Development partners and health sector stakeholders were also present. Their participation highlighted the importance of Mutuelle de Santé in strengthening Rwanda’s healthcare system over the past 25 years.
Minister Highlights Impact on Public Health
In her address, the Minister of Health praised the vital role Mutuelle de Santé has played in improving the health and well-being of citizens across Rwanda. She noted that the scheme has enabled millions of people to access affordable medical services, especially those who previously struggled to seek treatment because of financial limitations.
She emphasized that community health insurance has helped reduce inequalities in healthcare access and ensured that vulnerable populations receive timely medical attention.
Governor Emphasizes Benefits for Rural Communities
The Governor of the Eastern Province stressed that community-based health insurance has significantly improved living standards, particularly in rural areas. He explained that insured citizens are more likely to seek medical care early, which helps prevent diseases from worsening.
According to him, this approach has reduced avoidable complications and hospitalizations, while also easing the burden on families and healthcare facilities.
Beneficiaries Share Life-Changing Experiences
Several beneficiaries gave emotional testimonies about how Mutuelle de Santé supported them during serious health challenges. Some explained that they received treatment for chronic illnesses, kidney and heart conditions, and cancer without placing heavy financial pressure on their families.
Parents also highlighted that their children now access vaccinations and medical care more easily, leading to healthier households and improved child development.
Reflecting on 25 Years of Progress and Future Commitment
Launched 25 years ago, Rwanda’s Community-Based Health Insurance program was designed to promote universal access to healthcare and reduce deaths linked to limited medical services. Over time, it has contributed to lower maternal and child mortality rates, higher immunization coverage, and improved service quality in health centers and hospitals nationwide.
The anniversary event served not only as a celebration of past achievements but also as an opportunity to reaffirm commitment to strengthening the program. Leaders and stakeholders pledged to continue improving Mutuelle de Santé so that all Rwandans can access timely, affordable, and quality healthcare in the years ahead.
