The Minister of State in the Ministry of Health, Yvan Butera, and the Chief of Staff of the Military Health Service, Ephrem Rurangwa, launched a medical outreach programme under the Defence and Security Citizen Outreach Programme.
The event took place at Byumba Hospital in Gicumbi District. The programme aims to improve access to healthcare and support community development.

Bringing Healthcare Services Closer to Communities
The Defence and Security Citizen Outreach Programme focuses on improving the wellbeing of citizens. Defence and security institutions work with the health sector to deliver essential services to communities.
The programme mainly targets rural areas where access to specialized healthcare remains limited.
Specialist Doctors Deployed to Hospitals
Specialist doctors will work in eight hospitals across the country during the outreach activities. They will provide surgeries, medical consultations, diagnosis, and other specialized treatments.
These services will help many patients who usually travel long distances to receive advanced care. The outreach will also reduce pressure on referral hospitals.
Health Education for Residents
The programme also promotes health education in communities. Medical professionals will teach residents about disease prevention, hygiene, nutrition, and the importance of seeking treatment early.
Community members will also receive medical check-ups and advice from experienced healthcare providers.
Smartphones Given to Community Health Workers
Officials distributed smartphones to Community Health Workers during the launch. The devices will help them use digital tools to deliver better healthcare services.
The phones will improve communication with health facilities. They will also support faster reporting and better patient monitoring in communities.
Strengthening Partnerships for Community Welfare
Officials said the Defence and Security Citizen Outreach Programme shows the commitment of Rwanda’s defence and security institutions to support national development.
Through strong cooperation with communities and government institutions, the programme aims to improve access to essential services and promote the wellbeing of citizens.
