The Government of Rwanda officially launched Phase 13 of the Inkomezabigwi Youth Civic Training Programme on February 16, 2026. The national ceremony took place in Murama Sector, Ngoma District.
The programme aims to strengthen Rwandan cultural values, patriotism, and national unity among young people. It also encourages youth to actively participate in the country’s development.

Several senior leaders attended the event. They included the Permanent Secretary in the Ministry of National Unity and Civic Engagement (MINUBUMWE), Mr. Uwitonze Mahoro Eric, and the Governor of the Eastern Province, Prudence Rubingisa. In addition, district leaders, security organs, institutional representatives, and hundreds of youths were present.
Intore Culture at the Heart of Unity and Resilience
Phase 13 is being implemented under the theme “Strengthening the Culture of Intore to Promote Unity and Resilience.” This theme highlights the importance of youth in building a united Rwanda without divisions.
Through this programme, participants learn values such as integrity, discipline, and hard work. Moreover, the training promotes collective responsibility and social cohesion. As a result, youth gain the mindset needed to contribute positively to their communities and the nation at large.
Leaders Call on Youth to Embrace Civic Responsibility
During the ceremony, Mr. Uwitonze Mahoro Eric praised the role of young people in national development. He stressed that Inkomezabigwi is not a short-term initiative. Instead, it serves as a lifelong civic school.
He stated: “Inkomezabigwi shapes the mindset and values of young people. It teaches patriotism, teamwork, and respect for others. Therefore, youth should use this opportunity to serve their country with dedication.”
Furthermore, he urged participants to avoid drug abuse and divisive ideologies. He encouraged them to act as ambassadors of peace, unity, and development wherever they go.
Meanwhile, Eastern Province Governor Prudence Rubingisa reaffirmed the province’s commitment to supporting the programme. She described young people as the foundation of Rwanda’s future and a key force for sustainable development.
Community Development and Nationwide Participation
Ngoma District leaders confirmed their readiness to work closely with the trainees. Together, they will engage in community development activities such as hygiene and sanitation campaigns, infrastructure maintenance, and public awareness initiatives on government programs.
At the national level, Inkomezabigwi Phase 13 has enrolled 41,931 participants. These youth will receive training in Rwandan culture, national history, civic education, practical skills, and community service.
Participants expressed strong enthusiasm for the programme. They described it as a valuable platform for learning, interaction, and personal growth. Ultimately, the Inkomezabigwi Youth Civic Training Programme remains a key government initiative for nurturing patriotic, value-driven youth committed to unity, resilience, and sustainable development.
